The FFL holder is required to send the "bound book" to ATF when
    he goes out of business.

Don't send flowers when I die. Send money now, I can buy more ammo.

What does the ATF do with these two items. I thought it was illegal for them to store records on guns.

If I remember correctly, they store the book and forms in a warehouse.
Not "supposed" to have the info in/on a database, but who knows for sure. Probably have a list of FFL holders that have gone out of business. Possibly for search
or to track a weapon used in a crime. As in, manuf. shows weapon shipped to X gun shop (now out of business) and sold to Y, while in business, then try to contact Y for further info. on the weapon.
Not positive on this, but I think that is it.
