FFL required to ship a gun?
I know you have to ship to a FFL but do I have to have a FFL do my shipping for me to get it there?

It depends.
Federal law permits a nonlicensee to ship a firearm to an FFL directly. However, USPS does not permit nonlicensees to ship handguns, just long guns. Handguns can only be shipped by UPS or FEDEX; both carriers require that handguns be shipped by Next Day Air (figure $40-60), and FEDEX also requires all firearms be disabled. You must go to their shipping counter, not a "mailbox" store.
Federal law requires that you disclose to the carrier that your package contains a firearm. UPS & FEDEX will only accept a firearm from a nonlicensee if it is for "repair or customizing". So, you need to declare any gun as "firearm for repair", even if it is something that you have sold. It's a lie, but it's legal.
If you want to ship a handgun, and you have a good relationship with a local FFL, and he is willing to ship it by USPS for you free or for a nominal fee, that would be the best way to ship it.

And then there is Pennsylvania....a guy there is telling me he needs an FFL Dealer here in sunny Kansas to ship the gun to him;a shotgun I have sold to him out of my personal collection. I don't know Pennsylvania state laws but I thought that these particular laws were governed by the big boys (US Government). Any feedback on this would be greatly appreciated. I know some, I'll use a nice word, dealers in some places use this excuse so the individual says, "to heck with it, give that one on the shelf." But also in defense of all dealers, I know that if you don't cross all the t's and dot the i's you can be in big trouble. And I'll bet my bottom dollar the Feds won't say "Oh, well mistakes happen" when you say "I'm sorry, I goofed up!" Good shooting, Mike

So far the dealers I have dealt with that reqire me to ship to them through an FFL have lost my bidness. There is NO requirement for it ANYWHERE. They are just scared little children or something.

Always take a close look at your state laws- those folks can do whatever they wish about firearms and state law will always supersede Federal Law if the state laws are tougher. Here in California firearms may only be shipped and received through FFL holders- except for the usual for repair or replacement. I also know that New York State requires handguns and handgun frames be shipped and received only by FFL holders. This information on New York State was provided to me from Gun Parts Inc.(as it is now known), a large purchaser of old or broken firearms who I've delt with for many years. I'd say these two state's examples (and no doubt more that I am unaware of) must put aside the notion that there is "NO" requirement for this "ANYWHERE".

I don't believe that there is anything in the California Penal Code that requires FFL to FFL shipment. I know that 99.99 % of the firearms regulations are in the Penal Code. Is there something in another section of the law.0 -
Go into the USPS web site and look for USPS Publication # 52-Hazardous, Restricted and Perishable Mail. See section 222 b; Section 43; and Section 63. These three sections deal specifically with firearms. Its a 300 page file so it will take a while to print out. If you have a need to send a firearm and want to do it by the US Mail, you NEED this publication.
This is only the US Postal Service manual. Each state has its own legal restrictions and to pleade "I'm not familiar with my state's laws" is what makes lawyers rich and famous.0
