I'd almost bet that its BELGUIM made...PIEPER was one of the names used on the Rifle Shotgun Combo's back in the Late 1800's and Early 1900's...Most were in 12 or 16 Guage by 38-55 caliber..Damascus Barrel on the shotgun Side and just Marginal Steel on the Rifle side...Spencer was an American Gun Company...But they did'nt made a Combo Gun...and the Belguim Makers were quick to Capitolize on a Name and change the Initials just enough to keep it Legal...People would see the Name and assume that it was a Known American Maker...What Proof marks are under the Barrels at the Breechend...? If there is an OVAL with the letters E over LG...Thens its for sure a Belguim made Gun....It would be interesting to Know what is Stamped...so how about sending me and email or Posting the reply on the Forums....
