I live in MI, have a C&R license as well as a carry permit.
What do I need to do to obtain a class 3 license? Must I have a FFL first?
I have called the ATF, emailed the ATF and written the ATF [three weeks ago] with no answers.
"Do to their work load, it may take several days for a return phone call" to any messages left on a recorder. Note the " marks. No return call after three messages.
Any ideas?

I have a MI CCW license along with a C&R license. I am thinking about applying for a class 3 license. Anyone have an idea as to a web site for the information and or the cost and time to allow?
Any and all information / comments would be greatly appreciated.

I assume that you are not talking about obtaining a class 3 dealer license. With that said, you don't get a license per say. What you do is when you buy a class 3 piece, you apply for a permit for that one item. Actually called a stamp. You get paperwork from your class 3 dealer, fill it out, get fingerprinted, get a $200. money order, and your dealer will send everything in. That's a one time charge and is good only for that one weapon. Then you wait 4-6 months. Paying for the weapon is the hard part!

Working from the other direction, assuming that you do want to become a Class 3 dealer. First you need to hold a Type 1 FFL. Your Type 3
C&R license is not usable to move up to Class 3. File a ATF Form 7 and wait for the license to arrive. Once that is taken care of you need to pay the Special Occupational Tax (SOT) and have an Employers Identification Number (EIN). The EIN comes from the IRS (are you following all of these abreviations?) and is done on a Form SS-4. When that is done apply for and pay the SOT tax of $500 per year. It is payable each 01 July and is NOT prorated. Apply and pay in June and you'll send another $500 one month later. After everything is in and filed you'll be asked to provide any state licenses needed before your Class 3 is approved. What is the situation for Title II dealers in MI? If you need a state license the ATF won't give you your Class 3 until the state gives their okay. There is a LOT more to this and this is just a brief look. Tell me exactly what you want to do and I can give you a more detailed answer.

I probably was not clear enough. I would like to apply for a license to buy automatic firearms to add to my increasing collection.
On this web site, under firearms/modern, there is a class III/NFA section.
I am asking if I need an FFL first before applying for a class III or is this most likely not possible in today's world.
Also, any web site with information and or forms.

I see nothing in the State Laws and Published Ordinances - Firearms (ATF P5300.5) that indicates any problem with owning Class III weapons in Michigan.
Nate, what is the source of your information?
By the way, ginger, do you realize that getting into Class III starts at around $2,000? Do you really want to put this kind of money into what amounts to a toy?

When the state of michigan issues a person a CCW, they give them a book that has all of the laws that relate to firearms in it. I found the following in there:
Michigan Penal Code, 1931 PA 328, Ch XXXVII, Sec. 14; MCLA 750.224; MSA 28.421
"Any person who shall manufacture, sell, offer for sale or possess any machine gun or firearm which shoots or is designed to shoot automatically more then 1 shot without manual reloading, by a single function of a trigger,or any muffler, silencer or device for deadening the sound of a discharged firearm...shall be guilty of a felony, punishible by imprisonment in the state prison for mot more then 5 years or by a fine of not more than $2,500.00"

You still aren't being perfectly clear. Do you want to become a dealer that can buy and sell class 3 arms? Or, do you want to purchase class 3 arms for your collection as an individual. If you want to become a dealer that can handle class 3, well yes, you have to have a FFL to begin. A class 3 dealer is a level (if you will) of dealer type. If you want to just add to your collection, please check my previous post. As others have said, just purchasing class 3 is expensive. Starting a business that handles class 3 is much worse.

Cost way too much and is most likely not a legal license in Mi.
