HK MP5
Is there a semi-auto version of the MP5 available that mere civilian mortals might own? Barring that possibility, could an MP5 be modified so that it would meet that safely meet that requirement?

Yep, its called the HK-94, Semi-auto, 16" barrel expect to pay about $3500 ... Special Weapons makes a clone called the SW-5, there are several variations, they run around $1000 and up.

It may be possible to replace the full auto trigger assembly of the MP5 with a trigger assembly from an HK94 or SP89 to convert the weapon to semiauto only.
I don't know if this would fulfill any legal restriction that would keep you from owning the weapon.0 -
I don't think a firearm originaly produced as full auto can be converted to semi auto and be considered class II, I beleive it will always be considered class III and be treated as such. But I might be wrong on that one.

In semi-auto, is there any great advantage to such a gun versus a more pedestrian 9mm rifle given the limitations we ordinary folk now have due to our esteemed legislators.

Just about everybody is very close on this one. First, it is not possible to take a firearm which was originaly manufactured as a machinegun and convert it into a semi auto. The law does not allow for this. With that said you must keep in mind that there are VERY FEW transferable origianl HK MP-5 submachineguns available for individual ownership...maybe one dozen. Most of the MP-5 full autos out there are semiauto HK-94 rifles which were converted prior to the 1986 ban on new manufacture. These guns either used a coverted receiver, trigger pack, or auto sear to become machineguns. since they were semi auto to begin with, they can revert back to their original status without a problem.
In the case of the sear guns it is simply a matter of removing the auto sear and relacing some internal components. Trigger packs can also be easily replaced. Modified receiver guns will need to have the magazine housing block rewelded to ensure that a full auto trigger assembly can never be reinstalled. From a technical standpoint you'd be okay. From a finacial standpoint you are screwed! It will cost you around $7000 to $10,000 to get your hands on a registered MP-5 clone.
You could sell the registered auto sear (if it were a sear gun) and get back some of your money, but since it would only cost around $3000
to buy an HK-94 I don't see this as a good move!
One other problem is that a semi auto is going to need a barrel length of at least 16". The converted machineguns are less than half
of that. With the gun now no longer classified as a machinegun you now have a short barreled rifle and are still dealing with the National Firearms Act and the $200 tax issue. Frankly sir I don't see any legitimate reason to perform such a conversion. The semi auto rifle is one third the price of the machinegun and is what you wanted anyway. I'd say to just bite the bullet and purchase the HK-94.
