Federal Laboritories was a major player in both police and riot control equipment during the twenties and thirties. Although I know quite a bit about National Firearms Act Weapons, pen guns are a very special field and there are only a few hard core collectors out there.
Most of the Fed Lab guns were gas guns (fired tear gas rounds) and not cartridge guns. This affects the value quite a bit. If your pistol will fire a fixed cartridge it should have been registered during the 1968 ammnesty. Is this a papered gun? Not too many of these little pistols were registered due to the $200 tax involved. Although as an Any Other Weapon the gun, if live, can be transfered for $5, the $200 tax was/is in effect for an individual to register it. I only know of one man who I'd call an expert in this field: Patrick Teel. You can try his web site at www.teelgun.com, but his site has been down for a while.
Patrick can probably tell you more about the pistol and what value it has. These little guns are not in my field at all, but I saw that no one answered your post for over an hour. Good luck.

Thanks Mark for the reply.. I have the chance to buy this gun but if it was for riot control I don't think it would be a good investment..I'm not a gun collector but thought this might be something different to get and hold on to. 0
