A list of FFL holders by state?

BATF doesn't make that information available. The best that you can do is verify a dealer's license on their website if you have his FFL #.

By definition, the holder of an FFL is a gun dealer, even if he is just a gunsmith. Many don't have stores, and just buy guns for their own needs and those of friends. Gun List, Shotgun News, and several of the online auctions provide lists of those who are willing (for a fee) to accept delivery of guns.

Considering the climate of political opinion these days I'd venture that Federal Firearms License holders would be unlikely to well fit the label of "regular" citizens. They've gone to the trouble & expense of proving to the enforcement & regulatory authorities that they make money from dealing with firearms in some regular manner and given up many rights guaranteed to regular citizens under our constitution. Most "citizens" I know are hardly capable of generating sufficient motivation to even register to vote in regular elections.
That having been said, there are lists available on most - if not all - web auctions where firearms are bought & sold that will direct you to FFL holders (who, by nature, are independent individuals, whether they're working for themselves or someone else) in every state who are interested in making their businesses known to folks who need their services. Also the previously mentioned publications, as well as most phone books (check under guns, gunsmiths, firearms, ammunition, shooting, etc.).

    Neal,
Actually the BATF does "sell" FFL addresses and names to
    other FFL holders. 101

SPClark - That was extremely well-said. It is unfortunate that that sentiment is rarely expressed in an environment where more folks who need to know and understand that reality ever have an inkling of those facts. Thanks, Jim
