They probably have had issues where people tried reloading them--you can't do it. They also might generate revenue from reloading or selling the used brass.

No, steel cases won't hurt ur gun, they just don't reloade very well, and like mballai said, the club propbably either resales the brass or reloads it.
I hate it when I go to the gun club to pick up some extra brass, and have to sort out between all that darn aluminum CCI blazer cases, and that Wolf steel cases.... LOL
If I'm wrong please correct me, I won't be offended.

The steel cased ammo won't harm your firearms. It's been used in various calibers in Europe for 60+ years. Undoubtedly the range owner likes to make extra money by selling the fired brass which shooters leave behind and doesn't wish to be bothered by sorting out garbage cases - as others have noted, it cannot be reloaded. I understand the view, but, hey, an industrial magnet pick up tool would take care of that problem real quickly and they still have to sort out the .22 brass & the aluminum junk. It might also be a disposal problem - in many places trash must be sorted and possibly the owner has to pay a tariff on metal trash. 0
