The best thing I have found to use on fouling you describe is spray carburator cleaner.Be sure to put a tiny drop of oil on the ejector after you clean it,also be sure the chamber is clean and the case is not sticking in a dirty chamber.I have a Handi-Rifle in 223 that is one of my favorites.

If you mean by breaking down that you want to remove the ejector assembly, I'd say don't. Separate the barrel from the action and use carb or brake cleaner to blow out the crud around the ejector. Put a little bit of some type of light lube around the ejector and some gun grease on the barrel pivot before reassembling.

The above is probably your problem, but Ive found with shells that have been loaded to high pressures can cause the same problem.Or maybe that if your shooting reloads the caseing rim has worn down some.Lately Ive been haveing some trouble with Brass thats been reloaded more than twice. The extractors on the Handi Rifle are very narrow.Unlike their shotguns.

    Best!!
