FFL needed on replicas?

I want to sell a 1921 smg replica, and reading the sellers legal pages it mentions that the buyer must hold a FFL. Can anyone tell me if this applies to NON FIRING GUNS? Do I need to worry about this if I place the replica up for auction? Thanks in advance for any help you can provide.
