What does it mean when a rifle barrel is air gauged?

It means the bore has been measured by an air powered expanding measuring instrument. Barrels for US sniper rifles were Star Gaged which I believe is the same thing.

It's not really air expanding, it's a device that uses air passed around a precision plug. The air flow can measure the egg and diameter of the bore by how much flow and back pressure is present. It is one of the most accurate measurement devices used. The plug itself is solid and does not expand.

Nope, v35. The star gage is a mechanical measuring device which was inserted in the bore to verify that the bore was within the desired tolerance. Air gaging is done in the manner dheffley described.
