I still have a box of those in .38 around somewhere. My parents, then my ex, didn't think it was such a good idea. Made sense to me, but then I was the one wearing the ear muffs and having fun.

Midway's August Catalog has them on page 42.

I do not have knowledge on the 38 special loads. I do have several battle packs of 5.56 plastic rounds. Designed for use where you do not want a round bouncing off of metal bulk heads. FYI

I still have two boxes of the cases and two boxes of the bullets, both in 38 cal. I also have a box of 500 "Red Jet" wax bullets in 38 cal that I used to shoot in my S & W Model 10 with altered 38 Spec cases. Had a lot of fun shooting them in the house with a homemade backstop. You only have to use a primer in either load.

If you don't care where you are going, you can't get lost.

I had some primer fired black plastic hulls with hard, gray polyethylene bullets some years back. Now I have black neoprene bullets from Midway that use standard cartridge cases with enlarged primer flash holes. They are much better and easier to use. A plywood backstop will prevent damage to walls.

ATF has already given you their web-site.

Their 800 number is a combination of two rifle calibers.
