Yup, all you need is a stripped pre-ban lower. You will need an FFL dealer to transfer it to you if you are buying it from out of state. You can put all the pre-ban goodies on it, but as far as the ATF is concerned, it was either like that before 1994, or it has just had replacement parts put on for worn ones.

And you can use pre-ban hi-cap mags in any post ban gun, its perfectly legal. Its just not legal to produce hi cap magazines for civilians anymore.

If I'm wrong please correct me, I won't be offended.

There are some projects that are not worth the effort, and this is one of them.

While leeblackman is correct, pre-bar AR receivers are just about impossible to find. During the time that pre-ban ARs were made, folks bought GUNS, not gun parts; putting together parts has become popular only within the last 10 or so years. The only pre-ban receivers you are likely to see will be on complete rifles.

Besides, there's nothing desirable about pre-ban "parts guns". Who really needs a flash hider and bayonet lug on an AR? Complete, original pre-ban rifles are collectible (and more expensive) because they are relatively scarce and can no longer be produced. "Parts guns" have no value other than as "shooters", so it doesn't matter whether they are pre or post ban.

An FFL is NEVER needed by an individual to buy a gun. (The lower receiver of an AR IS the gun.) You will need to check your state's laws to determine if you eligible to buy it, and at what age.

Hello, I am not trying to step on toes out here, but if you buy a stripped "pre-ban" receive, it is not a "pre-ban" any more. BATF has ruled that if a "pre-ban" rifle is stripped down to the receiver then sold as a receiver, then it is a post ban receiver. Please check with the BATF, the only exception is Colt's that is marked AR-15, no H-BAR or sport.
