May I ship a Ruger black powder handgun to an individual, over 21 years of age, who lives in the state of Confusion (California)... without the involvement of an FFL???????

  No FFL is required for black powder firearms transfers in Calif. As far as shipping a firearm I will leave that to the others on the site.
