Neal,
I don't have a hard copy and am looking info up in the computer. Under ATF P5300.4 there are a lot of laws and regs. Exactly what numbers do I look under?

  I believe the information you want can be found in the "Questions and answers" section. The regulations, as originally written, did not specifically state under what circumstances an individual could ship a firearm and how; after receiving many inquiries, BATF added the interpretation in the form of Q&A.
