Mil-spec AR's are usually .223,with a few being made in 9mm, Armilite offers .223, .308, and .243 and what I hear the new .300 WSM now that would be a hoot. The most cost effective would have to be the .223...

The most common calibers are 223,221,6mm PPC,7.62X39,300 whisper.
Pistol calibers are 9mm,40,45.
There are a lot more but this covers 99.9%.

I believe that "AR-15" means a gun manufactured by Colt. There are a number of companies making clones in other calibers, some quite good, but I wouldn't call them "AR-15's".
If you really mean Colt, then it's real simple: they are currently made only in .223.
I don't know what "cost effective" means. Certainly .223 is used in the great majority of AR-15's and clones. Milsurp ammo is relatively inexpensive, and guns in this caliber should be easiest to sell. The bottom line is, this is a toy, an expensive toy, so buy whatever you want; us men don't worry about our toys being "cost effective".
Expensive fun isn't always fun, but it's always expensive.
