If i buy an older A2 semi auto from a private individual-is it legal-it says government or law enforcement on the reciever.

  It is legal as long as you are an LEO.

  Those are post ban manufacture that was made, and sold via letter head to a law enforcement officer. Its ok to sell from one LEO to the next, but when you are no longer a LEO you have to get rid of it, and you can't sell it to a non-LEO. If you aren't a LEO and are caught in posetion of it you are in violation of federal law, same thing with LEO marked magazines.
