Since the tool is ancient, and the 30-30 WCF was the first smokeless cartridge in the 19th century, maybe SR meant smokeless, rimmed.

For what its worth I went to the "oldshootingtools" site tailgunner suggested and asked some questions. Replies are as follows - quote

"I think this refers to the "short range" or small game load. Early Ideal Handbooks(see the reprint of #15 [ca. 1902] from Wolfe, pp. 29 and 101) listed several bullets in the 100 - 125 grain range for this purpose in the .30-30 Win. and Marlin, .303 Savage, etc. Similar loads were available from the factories in these and other calibers; also
lighter loads - often with round balls - for gallery and armory practice. These were,of course, interchangeable with standard loadings."

"I have Winchester "SR" tools and molds for 32-40 and 38-55 also. The bullets are light weight and probably used for plinking, varmint shooting or short range practice. I have never seen a 32 W.S. SR tool...has anyone else? Or, for that matter, a SR tool in any other caliber?"

That's interesting. If so, the bullet seating die would probably be restricted to shorter bullets or maybe round ball.
