help with AR 15 dillema

I would appreciate some expert advice on my options for configuring a AR15. The problem I have is that I want a rifle with a collapsable stock, 16 inch light barrel, and flat top upper which will accomodate red-dot or holo optics.
My understanding is that collapsable, M4-type stocks are not post-ban approved. Bucks are short right now, and I don't want to buy a pre-ban Colt, if I don't have to.
I have a pre-ban Colt Sporter Match H bar that I could use, if necessary. What do you guys think about doing this, and what components would I need...also, which manufacturers would you recommend.
Do I have any other options..for example: do other companies like Bushmaster, etc. offer the rifle that I want, and not cost as much as the pre-ban Colt.
It would also be appreciated if you guys could comment on your experience with holo optics on M4-type rifles...will I need to raise the optics higher than the normal mounts will provide?

  If you have to have a collapsible stock,it can only legally be put on a preban lower. There are collapsible stocks that have been permanently locked in the extended position that can be put on postban rifles.
  Bushmaster makes a featherweight barrel but only in preban configuration. You would have to remove the threads or have a muzzlebrake welded on and grind off the bayonet fitting for it to be legal on your post ban lower receiver. If you had a preban rifle you could install both the collapsible stock and the featherweight preban barrel on a A3 flattop upper receiver and keep the bayonet fitting.
  I machined off the threads and bayo fitting on mine. With a free floating handguard and standard stock,it weighs 6lbs 7 oz.. About three more ounces could be saved by cutting off the front sight and two oz. for the simulated folding stock.
  It sounds like you're going to have to build what you want and that's going to be a compromise with what you want.

  Look for an older preban,Olympic SGW,PWA or Sendra forged lower.
  Although prices on them are also going up.
