Black Powder & FFL paper work
my question is do you have to fill out the paper work,and wait up to 3 days to buy a blackpowder rifle online or in a store.

If it is a T/C Encore or a Savage you have to fill out a 4473 in a store or have it shipped to An FFL if you purchase online. They are classified as firearms by the BATF 0 -
My understanding is if it takes a 209 primer it is like buying a centerfire 0 -
I'm in agreement with XP100. When I bought my Encore BP rifle on a auction site, the dealer had to have a FFL since it is convertable to a modern ceterfire rifle/shotgun with the swap of a barrel. I don't think ignition systems have anything to do with the matter.State laws may apply however. Just my .02...

I think the best advice would be to call your local ATF office and ask someone there, heck, thats what you pay them for...
