    The first thing I'd be worried about is if the weapon is stolen. Kind of an unusual thing to leave lying about. Also, being charged with possession of stolen property isn't any fun. If you take it to the local law enforcement agency and ask them to determine if it is stolen they (1) may keep it, since apparently where you live you need a license to own it, or (2) they may keep it and arrest you if it is stolen. If you take it to a dealer to sell it to him you'll put him in the same spot. I know this is pretty complicated, but perhaps you should first obtain a license,and then the services of an attorney; and then have the attorney ascertain the legality of the weapon. If stolen, the attorney could surrender the weapon and probably insulate you from arrest(Attorney-Client Privilege). If not stolen the attorney could give the weapon to an FFL Dealer who could then transfer the weapon to you. At that point you'd be a legal, licensed owner and should have no trouble selling the weapon if that was still your desire. Meanwhile--beware; the former owner may come back looking for it.
