    Only 4 countries were ever license by FN to produce the High Power...Canada, Argentina, Venezuela, and Nigeria. Sounds like you have a Argentine produced High Power. Some were known as the "FM Browning". The Direccion General Fabrications Militares, Argentine's state owned military complex, has manufactured several models under license from FN. Built at the DGFM Arms Factory, Fabrica Armas Portatiles F. Matheu in Rosario, the military models have a phosphated finish and a lanyard ring. The crest or "escutcheon" on the top of the slide could be one of two variations. One is a shield on a bed of flowered petals with two hands clasping....this would be the model produced for Police departments. The other crest has a shield with a wreath and two hands joined around a septer...this was produced for the Military."POLICA PROV. BS. AIRES-61" and "DIV. INTERNA SEC." .....my Spanish isn't that good, but I'd guess this means it was made for a security section of the Buenos Aires Police Department???? This was all the info I could find on it....hope it helps.
