I forget, What does it mean when upon examining a empty cartridge case, the primer is found to be pushed out a little? (.32 ACP Sellier & Bellot)

  usualy exsesive headspace, not that importent with a low pressure round like a .32. a big no-no with a high pressure round like a .30/06 ect.

  Sometimes a backed out primer means excessive headspace, but , not always. Other signs have to be looked at also. On the backed out primer are the edges of the primer sharp and square or are they still rounded, does the face of the primer have deep marks from the face of the breech block and is the bulge in the case in front of the rim larger then that produced by a factory round fired in the same weapon? Low powered rounds can also show backed out primers.
