Giving a rifle as a gift? Out of state relative..

Does this require that the gun go through a FFL for transfer? Ohio to Illinois. I want to suprise someone for Christmas, but not get my but in a sling. Any help would be appreciated.

    It's never been implied that I was a 'expert' but heres what 15 years of being a dealer has thought me.
    Do a dealer to dealer transfer and be done with it.
    The ATF has a habit of changing rules/regulations that we all seem to pay for at a later date. "YOU" don't have to be a FFL holder to transfer any type of regular weapon, as long as you are the seller. BUT the guy that is on the receiving end "SHOULD" go threw a dealer to get everything put in his name. As well as the out of state issue.
    See if you can find a dealer in HIS state that will accept the weapon from YOU and NOT a dealer near you. I have accepted handguns, rifles, shotguns in this manner many times. But would and could not send ANY weapon to an individual in or out of state. Everything went threw a dealers hands regaurdless!
    Thing is, IF the out of state dealer will not accept it from YOU then you will have to pay your local dealer to transfer it to the other dealer, and then the other dealer is going to charge something as well for accepting it. Just more money. Another thought is that, MOST shippers will not accept any type of firearm from a "UN"licensed individual at all. It's only "THEIR" policy not law!

    First, make sure that the gun you have in mind is legal in his city/county/state (Chicago laws are repressive). It must go to an FFL in Illinois; if you already own the gun, you can legally ship it to the Illinois FFL directly, even though you do not have a license. Long guns can be mailed, handguns must go UPS/FEDEX. You will need to locate an Illinois FFL willing to do the transfer if you want it to be a surprise.

    Just mail the relative the instruction manual in a gift box. The gun can't be under his Christmas tree; he must go to the FFL's premises to do the paperwork.

    Thanks Neal and Ed thats what I figured. I guess he will get a bunch of mags for Christmas and have to wait to the rifle.
