You can use the lever to suppress the shells in the magazine. So, if you've got #4s loaded in the gun, and for whatever reason you want to load a #8, you pull the lever back, rack the shell out of the chamber, manually drop the new shell in, and close the bolt, all without the gun trying to automatically feed the next shell from the tube.

It is called a "Magazine Cut-off" lever, and works just like bersh stated.
