Regarding shotguns: Federal law is 18" on the barrel and 26" overall. The barrel is measured from the breachface with the action closed.

I don't know if NY has their own set of laws on shotgun length other than those of the Federal Government.

Why can you buy a charter arms .22 with a 16 inch barrel?

BECAUSE THE CHARTER ARMS IS RIFLED, IT CAN BE 16 INCHES. DIFFERENCE BETWEEN SMOOTH BORES AND RIFLED BORES

I WOULD RATHER BE DUCK HUNTING.

nyforester-- Sorry, you may have responded while I was editing my reply. Shotgun barrels must be at least 18 inches and rifle 16. I don't know the minimum overall length on rifles, if there is one. But there are some very complicated regulations of the ATF that prohibit some modifications on rifles. If you are thinking about doing some, check carefully.
