Winchester 70 Problems???

i bought this classic stainless/syn with bases on it, leupold bases.
upon attemting to install my scope, i notice a full 1/8+ inch gap between rear base & base of rear ring?
off to the gunshop & we install another set of bases = same thing?
scope is a new Vari X III, rings tried 2 sets and bases tried 2 sets?
not wanting to damage the scope as it cost more than the rifle im at a loss.
the model of bases we are using 50379 leupold with the .330 rear whole spacing. rifle is a 300 weatherby cal, but i dont think its an express model, w/o having open sights?
Any ideas where i should turn? Leupold im certain will send new rings & bases, but i think the problem lies elsewhere.

    Have you put the scope on a one piece base? If it sits flat on a one piece base then it seems that you're using the wrong 2 piece bases.
    The M70 seems to be one rifle that you have to have the correct model, caliber, year, serial #, etc.

    10x for the reply, on the phone with Leupold first, the customer service people told us yes there is an issue "winchester express receivers" have a flaw, winchester is aware of it and trying to determine the serial number range and how many rifles went out with this issue :/
    Called winchester got the historian on the phone, yes there is an issue, what they are going to do is undecided as of yet, as we arent going to send this gun back, it shoots too sweet to consider messing it up.
    the rifles using the .330 rear hole spacing "express models" are the ones to look at, i guess leupold had scope issues involving this error. i shimmed the rear base with brass shim stock you can see it in this photo as well as why i dont want a new reciever or rifle.
