    If you feel the need to long seat the bullet, than a long action receiver with a SA cartridge is the way to go. A lot of SA cartridges benifit from the longer action length by reducing the amount of "bullet in powder space" required to fit them into the short magazine. This is of more concern to a handloader than to someone that only uses factory ammo.
    Mag length can always be shortened with a "filler" but that shouldn't be neccessory with a pushfeed.
    The feed rails may need to be tuned, but again with a push feed this isn't as critical as with a CRF action. This is more a function of the shoulder diameter and location than a cartridge length issue.

    Some guys like a mag full of lead, I still prefer one round to the head.
