Shipping Question Please
I have a barrel with receiver attached that is aprox. 60 years old that I have listed on Gunbroker. I have someone from Belgium that is interested in bidding on it but he does not have FFL. He also tells me because of the age that it does not have to be shipped to FFL in Belgium. Does it have to be shipped to a FFL holder or not? Thanks

A "Federal Firearms License" doesn't mean anything outside of the US. So, forget about that term.
The US Dept of State is responsible for the export of firearms & munitions; they have a long list of items that cannot be exported. You need to apply to them for an export permit; if they approve your request, everything in Belgium will be taken care of by the recipient.
