Parts kits
I would like to know what kind of license is needed to assemble a SMG parts kit. Does it matter if all the parts but the receiver were made proir to the 1986 ruling. The kit in question is a Thompson M1.

The parts, or parts kit, don't matter here. It's the RECEIVER that will get you 5 years in Supermax.
If the receiver was made before the 1986 ban, and is registered with BATF, it doesn't matter if you have the bare receiver or a fully assembled SMG; it's all legal. However, the only legal receivers that could be manufactured (and registered) after the ban were for military, LE, or export; civilian possession of such a receiver would be illegal.
