Quiet Muzzle Brake made in Alaska?

I have heard from two people that there is a Muzzle Brake made in Alaska that reduces recoil greatly but only increases the volume by 1.4 decibels. Neither guy remebered the name of the place that made them. Can anybody help me with info, Thanks.
