My book notes that Winchester made a "Eagle Scout Commemorative", using the 9422 lever rifle. Could that possibly be it?

No. This looks like a Marlin but some different. It ejects through the top and has a real thin lever and tube fed. No other marks on it except the name.

Here is a link that shows among other guns a .22 caliber Lever Action Rifle made by the "Erma" Company in Germany.
They were sold here in the U S for a while by the "American Military Arms Corporation", most of the Erma .22 levers were sold under the name "Wagonmaster". Perhaps AMAC had some marketed as the American Eagle?
