Your mate needs to find a new gunsmith; this is the sort of thing taught in the first week of gunsmith school. You can fire any .22 LR ammo in any modern firearm chambered for this caliber.

Quote from the S&W manual for the M422/622: "NOTE: The point of impact has been set using a 40 grain, .22 caliber Long Rifle high velocity cartridge. However, the point of impact will vary between the standard velocity and high velocity loadings and bullet weight."

Your mate can request a copy of this manual from S&W.

Some 22s are picky as to reliable function with ammo. First make sure the gun is clean and freshly oiled. I'd recommend he use several different high velocity brand. There shouldn't be a problem with standard velocity ammo, but a lot of guns need a couple of bricks to break in properly and the usual HV fodder does best for this sort of thing. I would avoid ultra HV stuff like CCI Stingers.

I have a 622 myself & was noticing a similiar problem. The gun would stove pipe every so often. I realized that it wasn't the gun it was me.

The ejection port on that gun has to located in the worst possible position. I realized I was holding my thumb over the ejection port & causing it to jam. (I'm left handed) It may be that your buddy has big hands & is doing the same.

I also noticed that when I switched to high velocity ammo that the problem went away.

If you like something emailed to you, you will either have to give your email address on your GB profile, or show it on a posting.
