Is this a firearm in Canada??

I recently sold a vintage 37mm tear gas/flare gun made by Federal Laboratories, here on GB. These are considered a signaling device by the U.S. government and have no restriction on possession. The buyer is in Canada. Is this a regulated item in Canada? I was just planning to ship it via US Mail. I don't want to violate any of their laws and get myself and the buyer in trouble.

  No , the 37mm launcher is not a firearm in Canada , even an M203 40mm launcher is not classed as a firearm in Canada , odd isn't it ?
  These launcher are not regulated in any way up there , of course HE ammo is regulated , but practice ammo and flare are OK .
  
  
  Remember , do not ship UPS to Canada , only USPS .

  Doc ~ I had to do a little research.
  For the lazy, HE ammo is "High Explosive" ammo.
