    If the transaction is not prohibited by state or local law, it's legal. By that I mean that if you could transfer the rifle in a face-to-face transaction, that you can do it by carrier. Some states require that some, or all, transfers of rifles go through an FFL; if that is the case in your state, then you have to go through an FFL.

    It may be easier by USPS. Most UPS clerks will not accept shipment of firearms unless it is for repair, & the recipient has an FFL (just tell the clerk it is a "firearm for repair"). And, you must ship from a UPS Customer Counter, not a shipping store.
