can someone tell me if High-Carbon steel, type BS970 no.080M40 is a good metal to make firearms out of[?]

IF you can narrow it down some such as what kind of gun, what parts of the gun, etc. we can better address your question. Also need the makeup (content) of the high carbon steel" you refer to. Springs and parts subject to wear and high stress usually require heat treat while most other parts do not.
