form 4 question

i am filling out my form 4 now for a SBR
i see that there is a line stating that I
need to inform ATF if i make any changes in
the description?Does that mean that I cant
use a longer upper and can only use the 11.5
that it has??????????

  No. You only need to inform the BATFE if you make any permanent chnges in the physical deminsions of the rifle. Right now the rifle is registered as having a 11-1/2" barrel so this is what the BATFE expects it to be fitted with when the tranfer takes place. Once you have the rifle registered in your name you can switch uppers back and forth without restriction as long as this is not done in a manner to permanently change the rifle. If you were using a FAL type rifle and wanted to change from a 14" barrel to a 12" then the BATFE would have to be notified because a barrel switch on a FAL is a more or less permanent change which needed "gun smithing" and cannot be reveresed without additional effort. Changing barrels on an AR type is simply swapping an upper and the rifle can be brought back to its original confiuration in less than a minute.

  never done one a form 4,so its a little
  strange.I hear that the it should go smoothly here
  in Clackamas county.

  The type of buttstock you have fitted to your AR short barreled rifle really make little difference in your situation. One of my own Colt AR-15 restricted LEO sales samples is fitted with an 11-1/2" barrel and has the retractable stock fitted. It measures 28" with the stock in the open position (where the BATFE takes its OAL measurements). If I were to switch to an A2 type fixed stock the OAL increases to 28-1/2"-- a mere half inch and the BATFE is not going to care about a change in OAL of 1/2" on a registered NFA firearm. The AR weapons system is an excellent choice for a short barreled rifle since uppers and stocks can be changed quite easily and you can have any number of configurations with the use of the single registered lower receiver. The real trouble heading your way now is the LONG wait for your approval to come though! Good luck.
