It 's not often when you can answer your own questions but.http://forums.gunbroker.com/topic.asp?TOPIC_ID=6824&SearchTerms=federal,ordnance I tried to search before and got squat? I tried back later and found this .
The answer seams to be an early modle can bring about 700-800 but the newer you get the more quality goes down and so does the price to around 500-600.so I'm guessing they are'nt as well made as the polytecs.

The early ones will have mostly USGI parts; late ones will have all Chinese parts, including a fake suppressor (indentations, no slots).

Check the rear sight left/right alignment. Some of the receivers were drilled off square making it almost impossible to zero. 0 -

Federal Ordinance-once was a Company located in El Monte, Ca- as I
recall. Value of their put togethers equals squat. Sorry, extremely poor reputation as well as their products. Have no idea re: pre ban,

I passed on one several months ago. The gun shop had it listed for $395 and after examination I figured it would cost another $395 to make it into a good reliable shooter.....it had the fake suppressor on
it.
The only other one I saw was from a private party walking around at a gun show. He had a $650 tag on it but would take best reasonable offer. It had a much better fit and finish than the one I looked at in the gun shop. Good price but I had to wonder why after a few hours he left with the rifle still slung over his shoulder. Did not have the cash at the time otherwise I may have been tempted to make an offer, knowing more about them I am glad I did not.
