What you probably have is a .410 gauge tear gas launcher/dispenser. It was neither made or sold as a FIREARM. The .410 shell served as a container for the tear gas compound along with a small initiationing/propelling charge.
As it was never intended to be used with a convenventional .410 shell loaded with shot ( HIGH PRESSURE), You'll will be putting yourself in a dangerous situation and subject to a terrible accident! (MAKE SURE YOUR LIFE INSURANCE IS PAYED UP).

This device is 5" long & weighs about 5 oz. Unscrew it in the middle and insert a cartridge. Charging handle on the left, 90 degree angle from the clip, like those on any pen. Pull it back about an inch into an indent. To fire, lift up the handle.

In the 1960's the U. S. Marshal's offices had similar items in their weapons inventory. These were in the configuration of a short Billie Club and were referred to as Tear Gas Billies. They were made by the same company and used the same cartridges that has been described above. When fired they emitted a stream of tear gas for several seconds. The stream came out with about the same force as an aerosol can of insect spray. I suppose it was invented for the same purpose as Mace that came on the scene many years later. I never saw, or heard of, one being used in a real life situation

The device I am talking about is 5 inches long. A Google search for Lake Erie Chemical Smith & Wesson tells the story about the baton you're writing about, a really good press report. My piece shoots bullets, NOT gas cartridges.

if indeed yours fires "bullets" then it will get you about 10 years in the Grey bar hotel unless you have registration/tax stamp

This guy is a perfect example of why the Feds stopped production of these tear gas launchers/dispensers way back when.
There is always going to be some bubba who gets the bright idea he going to use it for conventional shot shells/ball ammo.
