preban?

A friend of mine just bought an SKS from a pawn shop and he wants to put a folding stock on it. The pawn shop owner had no idea whether it was a pre or post ban. Does any one know how to find out what it is? The gun is in pretty good shape and all the serial numbers on it match. Thank you.

    It's not a good idea.

First, the terms "preban" and "postban" do not apply to the SKS; it is not defined bu GCA 68 as a "semi automatic assault weapon".

However, since an SKS has the ability to accept a removable magazine (even though most don't work very well), the addition of a folding stock WOULD make it into a "semi automatic assault weapon" if it has the usual bayonet mount. (See ATF P 5300-4, page 7)

Hardly seems like this would be worth the possibility of federal prison time, especially since a folding stock is of dubious value on this rifle.
