Preban Ruger Mini???
Just acquired a mini with the flash hider. I hope it is a preban...serial no. 181-021XX. Is it correct? Thanks, Bill

If it just has the flash hider and the factory stock it doesn't matter. The flash hider alone would not make it illegal under any of the current federal regs (can't comment on any state specific regs).
Also, note that it doesn't matter if it is preban or not if when the ban was passed the gun was not already loaded up with all the "evil" features. If you have the flash hider and the factory wood stock you cannot (legally) add a folding stock (or at least a folder that has a pistol grip!).
According to http://www.ruger.com/Firearms/SE-H-Rifle.html your rifle should have been made around 1978.

Sundowner, you were correct and didn't need the parenthetical information, a flash hider and folding stock, regardless of a pistol grip, would be two assault rifle features. To add any of the additional assault weapon features (folding stock, pistol grip, grenade launcher, or bayonet lug) over and above the flash hider would be a felony.

Oops! Thanks for the correction.
