Can a single-shot .22 target rifle be shipped directly to a non-FFL buyer if shipped as follows: Two separate shipments; the stock and bolt in one box, all other components in another box. Shipped interstate via FedEx. The seller said it's legal.

  Such a transaction would be illegal.
  
  According to Federal Firearms Regulations Reference Guide (ATF P5300.4), page 135, (B1):
  "A person may sell a firearm to an unlicensed resident of his or her State, if the buyer is not prohibited by law from receiving or possessing a firearm, or to a licensee in any State."
  
  Breaking it down into components is irrelevant; for purposes of Federal firearms law (Title 18, US Code, Section 921 (a)(3)), the frame or receiver is also considered to be a "firearm".

  Thanks, Neal. The rifle will be shipped to an FFL. No need for either the seller or buyer to risk an ATF fine (or worse!).
