Old Colt ????

Just aquired a Colt Police Positive .38 special. BBl is 4" and serial# is 3194XX. Gun is mechanically tight and retains 40-50% original finish. Can someone tell me about when mfg.? Grips are smooth walnut with the colt emblem. Nice older Colt!! Safe to shoot modern .38 special loads? No +P stuff, just 158gr lead. Thanks for any information.
