Minature shot shell boxes?????

I came across several minature shot shell boxes. Various name brands, and measure about 2 inches wide, except the 410, which is about 1 1/8.
Anyone have any idea who and why they were made. Someone suggested they were salesmens samples, but I doubt this. Any info appreciated.

  How many shells would they hold? Offhand I would think of boxes for slug shells but those often come five to a box & that wouldn't be as wide as you mention.

  These were a Ducks Unlimited souvenir / fund raiser item from a few years back. Neat little item, but usually priced ridiculously high for a mere novelty.
