FFL required for muzzle loaders?

I just registered on Gunbroker to auction some Savage muzzle loaders. I do not have a FFL. Am I required to ship to a FFL just like any other firearm?

  If you have the Savage 10ML2, definitely you do not need an FFL. If you have the old model 1, there is some debate. They were issued as muzzleloaders, then ATF announced that they would be reclassified as modern firearms, then they gave Savage a one year stay of that order. At that point Savage ceased production of the Model 1 and began the Model 2. I think the Model 1 does not actually require a FFL but it is a gray zone.

  Thanks for replying. Of course this wouldn't be cut and dried. They are model 10ML which I assume is the old model one. I was kind of suprised because mine are only two years old. I looked up the Savage web site and they now list variations of the 10ML-II. Here is what I don't understand: First, both are muzzle loaders. Second, both can use regular smokeless powder. Third, both use shotgun 209 primers. Fourth, both have a bolt action style breech. In fact, from their web site, I can't tell what the difference is between them. So how does the model 2 not require a FFL to transfer and the model 1 does?
  Should I call the ATF to get a clarification?

  You need to be aware that there are certain states & localities to which you CANNOT ship a muzzleloader. You must check State Laws & Published Ordinances - Firearms (ATF P5300.5) to see if the recipient is in a place where it can be shipped.
  
  And, the only way that you can get an "opinion" that protects you is by WRITING to BATF; they don't do that by phone.

  Most of the gun shops here in Oklahoma (that I've been to) all say the same form has to be filled out as for a standard firearm. It might be law, they might just be on the side of caution (CYOA). That's all I know about it, but it at least gives you yet another referrence.

  what state are you in? The first one was made too interchange barrels between muzzle loader and a center fire rifle .this being the case they had to made it a FFL required rifle

  It says it on the barrel as to which model it is. The model 1 has locking lugs on the bolt just like a model 96 Mauser. The model 2 does not have these lugs. The model 1 has a "module" which you remove to insert the primer into. The model 2 does not have a removable module, it just loads the primer into the front of the bolt.
  As was mentioned above, on the model 1 you could theoretically put a centerfire barrel on it, although this would have been quite difficult to do, and I have not heard of anyone who has ever done it.
