Can a C&R ship a handgun to another C&R via the U.S. Postal Service?

A-37, I understand why you thought it possible. The regs (ATF P5300.4) are unclear about this. They state in several places that non-licensees may not send handguns via USPS, so one would logically think that a C&R holder (a licensee) could use USPS; after all, BATF says that a C&R is a type of FFL.
USPS Pub 52, however, clearly indicates that only a dealer FFL (or manufacturer or distributor) may use the mail for handguns. Since USPS defers to BATF for firearms decisions, I wrote BATF for clarification. I received a written decision from them stating that C&R holders may not use USPS for handguns.
That was the long answer. But, it's still "No".

Title 18, United States Code, Chapter 83, section 1715 of the Postal Regulations allow the shippment of pistols, revolvers, or other firearms capable of being concealed to be conveyed in the mails only by licensed firearms manuafacturers or bona fide firearms dealers in customary trade shippments. Having a C&R makes you a NON DEALER by BATF regulation (you already knew that because they make that point VERY clear when you get your C&R) so you are not allowed to use the mails. There are a few very narrow exceptions in the postal regulations for handgun shippments to military officers, officers of the National Gaurd, and peace officers (and a few others)for use in connection of their offical duties, but not for private transactions. Very long answer (the type I prefer)...still NO.

As usual, I came to the right place for the answer. Thanks for all the help. I don't have a C&R but thought about getting one to make it easier (cheaper) for buyers of my old handguns. 0 -
From your last statement the BATF could consider you a dealer. It would of course depend on who is looking for a promotion[V] 0 -
