Boker Commemorative

I recently purchased a Boker USA congress pocket knife at my local flea market. I think the knife is a commemorative because instead of a Boker shield it has a shield of a man sitting at a cotton gin with a banner that says THE COTTON GIN. It also has a second shield on the handle with the numbers 16562 stamped on it. The main blade also has numbers but they seem to have been worn off. I would like to know the year this knife was made, how many were made and what would be its approximate value in excellent to near mint condition? Any help and information would sure be appreciated.
