When all else fails (solvent and brush), use a little Flitz polish.

I have good luck with Butch's Bore Shine.

I has a Rossi stainless revolver with some persistant fouling in the barrel. Repeated (and I do mean repeated, like a hundred or so) swipes with a snake finally cleaned it up good as new.

I've used this many times. Hot water, soft scrub, and a stiff tooth brush.

I usually use an old dish towel and some Flitz. It hasn't failed me yet.

I use a product made by kleen Bore called LEAD AWAY-GUN CLEANING CLOTH.It is mostly for stainless firearms. It takes the burn rings right off the front of the cylinder of My S.S. guns. You can also use it like a patch in the bore.I get excellent results from it.The maker warns against rubbing too hard on blued guns,as it will take off bluing.
