I would say that a winchester is in line. My choices would be the Model 70 Classic Compact in 243, or the Featherweight Super Short in the 243WSSM. These would be staying in the line of what your father handed down to you.

As for a shooter, Ruger makes some awsome shooting rifles at reasonable costs.

I love the .243, I started out with one myself when I was a kid. I have a new favorite though when I think about guns for kids. Remington makes the model 7 in 7mm 08 and this is just a great gun for kids. It's got a synthetic stock with a stainless barrel and weighs next to nothin', like holdin' a .22...........The recoil is very similar to that of a .243, slightly more I'd say, but not really noticabally more. A friend of mine that I reload with gave his 7 year old grandson one of these to deer hunt with and it's proven to be a wonderful choice. The 7mm 08 gives a touch more margin for error than does the .243 which is always nice when dealing with the kids who might not have mastered accuracy quite yet.
I noticed one up for auction here on GB, it's Item #8399452 if ya want to see what one looks like.
