This gets asked fairly frequently. Best answer seems to be one of the Japanese firms is highly suspected, but no one seems to know for sure.

I picked up one of their 2x7 scopes, says "made in china". A little heavy, but works good on my Mini-14.

I went to the range today with a Russian Saiga AK .308 caliber and sighted in my Cabela's Pine Creek 3-9 power scope. It seems OK and I can't complain (on the first one I had the cross hairs fell apart after 60 rounds and they replaced the scope no questions asked).
My honest opinion is that Cabelas has cheap scopes that are marginal at best.
